Housing Authority Management

Microsoft Dynamics NAV with Tenant Management functionality is a housing management system which offers powerful accounting features combined with a housing authority management module specifically designed for Tribally Designated Housing Entities. 

 

All functionality was created specifically to assist Tribal Housing Authorities in streamlining their processes, maximize their personnel and resources and to provide timely service to their members.

 

Tenant Management

This software solution maintains the ‘one-tenant’ number approach facilitating visibility across all modules and functionality in the system.  At any point information is available regarding the occupancy status of the tenant, their application and waiting list status, their Accounts Receivable history and balance, their certification status, even stored (sent) letters are available to the user.  Additionally, the basic tenant information (address, alias, family composition, tribal enrollment number, income, lease information, etc.) is maintained with custom fields available for program specific requirements.  Very helpful for users is the ability to navigate from the Tenant Master Record to view Account Receivable information – what the tenant owes, their security deposit or other balances the Housing Authority is holding in trust for the tenant.  One-stop shopping at its best.

 

Program Maintenance

Through Program Maintenance the Housing Authority has the ability to configure an unlimited number of your Housing Authorities specific programs.  Each program can have its own set of application and enrollment rules which will process the application – thus reducing the subjective nature of waiting lists.  The Program also maintains the general ledger mapping for revenues accounts and expense accounts generated by the Program enabling a seamless integration with the other modules in the system.  An unlimited number of Programs can be active in the system.

 

Utility Processing

In addition to maintaining and managing aid programs, Microsoft Dynamics NAV with Tenant Management has the functionality to track, maintain and process utility billing.  Fixed rate and usage billing are available.  The functionality is completely integrated with the general ledger and tenant accounts receivable modules and will also print billing invoices to the tenants or clients of utility programs.   

 

Construction Tracking

Utilizing the job tracking module, Microsoft Dynamics NAV with Tenant Management has the ability to track construction costs from conception to completion for a total job cost.  The job tracking module is integrated with the rest of the system so general ledger entries are automatically made.  Furthermore, at the completion of the job the newly constructed asset can be transferred to the Fixed Asset module for future tracking.

 

Application Entry and Processing

The Application Entry and Processing functionality helps stream-line processes by compiling applicant data, determining the applicant’s eligibility and is the vehicle for placing them on the waiting list or directly into a program.  The application collects or defaults all required applicant data; general information, proposed family composition, applicant preferences, program specific information and various other data.  Users can generate related letters and forms directly from the application entry. 

 

Waiting List Management

The Waiting List management begins when the application is submitted.  The waiting list orders applicants based on the priorities and criteria setup on the program applied for.  When a unit or assistance is available the Waiting List Suggestion Engine automates offering the aid to the applicant. 

 

Monthly Charge Calculation

An unlimited number of rent or aid calculations can be created.  This allows for ultimate flexibility when implementing new programs or grants.  The calculation schedule is accessed and processed based upon customer and program combination to determine the payment amount.  Calculations can be processed to include security deposits and prorated amounts or run for recertification or customer information updates. 

 

Violation Tracking

Violation tracking is a means to collect data on your tenants when they are in violation of lease stipulations.  The system can be configured to automatically or manually begin the eviction process when a certain violation threshold has been reached.

 

Payment Plans

Payment plans provide the functionality for a credit manager to workout a payback agreement with tenants or customers who are late on their accounts receivable commitments.   The process will automatically reverse the original invoice(s) and create new invoices based on user defined criteria.  A clear audit trail is maintained for internal and external inquires.


 

 

Program Revenue and Expense Generation

The functionality contained in the Generation process will automatically create rent and recurring charges against the tenant account. Microsoft Dynamics NAV with Tenant Management will also print invoices/statements for any balances due.  Additionally, program assistance payments can be created using the Generation process. This module is integrated with the rest of the system and will automatically post to the appropriate general ledger accounts.

 

Letter Journal

The Letter Journal is a means for seamlessly creating a mail merge letter or boiler plate document which can be printed for a group of tenants or a single tenant.  From various points within Housing Authority Management a letter or group of letters can be generated.  The majority of system fields are available via the mail merge process.  The user has the ability to save the letter in Letter History by tenant which is available for retrieval at a later date.  Microsoft Word is used to create the letters and all Microsoft Word functionality is available.

 

Work Order Management

This module is integrated with the Inventory, Service Management and Purchasing modules for current information regarding on-hand quantities and resource availability.  At completion the work order can be automatically posted against the tenant’s accounts receivable.  Work orders can also be generated for maintenance or inspections on a unit. 

 

Fixed Assets

This module is an effective tool for tracking the housing authority’s assets.  Fixed Assets automatically calculates and tracks depreciation expenses, and maintains accumulated depreciation by General Ledger account and asset. 

 

Reports

The Housing Authority management module includes many prepackaged reports (HUD form 50058, Family composition, Unit status, Unit Payoff, Waiting List Position , A/R Aging – Tenant A/R, etc.).   Individual users can also seamlessly export reports directly into Microsoft applications for external manipulation.
